server connection collation?

:roll: I am a little lost. I have installed 1.8.2-5 on my windows 8. I was wondering if server connection collation has anything to do with why I cannot install some components from joomla on my local host. I have the data bases set to utf8 general ci.
my collation says utf8mb4_general_ci. I tried to figure out what this meant but I am lost if this makes a difference. I have checked with the requirements for joomla 3.2.4 and i meet all the requirements for php and mysql. Does anyone have any ideas.
I hope I gave you enough information.

Are your used Joomla version and the used components secrets?
Your collation is fine.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

no it is not a secret. Version is as stated 3.2.4 and i am trying to load component Redux classified ads version 7.3 made for joomla 3.x. I have checked with the publisher of this component and he uses the same version of xampp and has no issues. I also tried to load akeeba backup version and when I go to load it says there is an error. I will get this figured out.
