I am running Vista Home Premium and have already uninstalled Skype and changed the UAC.

Any help will be appreciated.

I have determined that the problem is port 80 is being listened to and Apache quits because it too wants to listen on port 80. I may have to uninstall google chrome to accommodate Apache. Not my preference.

I'm not sure how you determined that Google Chrome is the culprit listening in on port 80. Reading above, PID 4 is usually "system" which means you may have IIS or other web system running as a service.

How do I find what is using the port? Skype likes to use 80 or 433 so I have unintalled it but the problem is still there.

Open your windows Task Manager and find out which process is using This PID
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

It's like porn for programmers 8)
