XAMPP PHPmyAdmin Blank Login

Hello,

I am having an issue with phpmyadmin. I am running it on Windows 2008 R2, version 1.8.3-4 VC11. When I install XAMPP and navigate to the phpmyadmin login page, it is completely blank. I have googled left and right for an answer, but either I am not understanding, or some of the instructions are for Linux and I'm trying to translate it into windows. Could someone please help me out with this? I would appreciate it.
