Help me to figure out this error

Error: Apache shutdown unexpectedly.
11:31:36 AM [Apache] This may be due to a blocked port, missing dependencies,
11:31:36 AM [Apache] improper privileges, a crash, or a shutdown by another method.
11:31:36 AM [Apache] Press the Logs button to view error logs and check
11:31:36 AM [Apache] the Windows Event Viewer for more clues
11:31:36 AM [Apache] If you need more help, copy and post this
11:31:36 AM [Apache] entire log window on the forums

I have the same problem.

I'm new to this. I'm trying to learn php using netbeans.

xampp version: 1.8.3.3
windows 8.1 pro

I got this error when I try to start Apache:
19:21:24 [Apache] Error: Apache shutdown unexpectedly.
19:21:24 [Apache] This may be due to a blocked port, missing dependencies,

I'm new to this so bear with me...
Mysql, filezilla en mercury is started just fine.
Tomcat not but that is for later and seems to be because of missing Java.

and when I click again I got this:
19:45:34 [Apache] Problem detected!
19:45:34 [Apache] Port 80 in use by "Unable to open process" with PID 4!
19:45:35 [Apache] Apache WILL NOT start without the configured ports free!
19:45:35 [Apache] You need to uninstall/disable/reconfigure the blocking application
19:45:35 [Apache] or reconfigure Apache and the Control Panel to listen on a different port

the firewall and antivirus is disabled.
Also on my host machine because I try to test/run this with Hyyper-V

problem solved.
IIS was already running. I've shut it down and Apache started just fine.
