Connect to Local IP

I am working on a project that involves numerous computers and components. I am trying to log in to a device that is directly connected via ethernet cable and has an IP address of 192.168.69.154. If I manually type this address in my address bar, I can connect to the device just fine. When trying to do the same through PHP, I am getting an error. PHP is running through XAMPP, and is the only reason I have XAMPP installed.

I have opened port 80 and directed it to the IP address mentioned above. Are there any particular settings I may be missing in XAMPP to connect to this device?
