403 forbidden error???

Hi all, I am new to this forum and I searched but did not find an answer for my problem.

I just install XAMPP 1.8.3-3 in my Lubuntu 13.04 system. The installation went fine. However, when I fire up Chrome and type in "localhost", I get this error:

'Forbidden

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.'

I checked the etc/httpd.conf and etc/extra/httpd-xampp.conf files and everything looks fine. That is, there is the line "Require all granted" in all the <Directory></Directory> blocks.

Also an interesting note that, I also installed the very same XAMPP distribution in another system of mine which is Lubuntu 13.10. All the configuration of XAMPP there is exactly the same. But I did not get this error!!!

Could anyone please help me out on this?
