Not really much information you provide: [FGA] Insufficient debug information

Start your control panel with elevated administrator rights or check out which process is behind PID 2388.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

This is not really helpful.
Either you are confusing me or my last reply is still valid.
Without knowing which process is blocking these ports it is impossible to give you information how to fix this.

Chevy, it looks like you have another webserver (or another application, like Skype) running on your computer. To see what process and services are running you can Start > Run > taskmgr then click on the services tab. You should see the PID (Process ID). The process ID of the service or process that is already using ports 80 and 443 may change, so you may want to try reinstalling XAMPP to see what the PID of the application is again. You can also change the default ports that XAMPP uses by using the XAMPP Control Panel, clicking on "Config" in the upper-right of the panel, then "Service and Port Settings" and then specify the new ports (try 180 and 1443). Also note that the XAMPP Control Panel has buttons for Netstat (see what applications are using what ports) and you can also access the Windows Services Management Console by clicking on "Services" from the XAMPP Control Panel. Caution: only disable services that you know can be/should be disabled.
