verify mysql helpfiles are loaded?

just xampp'd 2 weeks ago...when i try to get the mysql 'help contents' from the command line i get a comment that the file cant be found and to verify that the files are loaded....how do i verify that they are loaded? If they're not loaded how do i get and process them into mysql for use from that command line....
