Xampp version 1.8.2-3 Apache or MySQL won't start

Okay I have closed my skype many times and looked through task manager to make sure that it isn't running. My account is administrator but for some reason the Apache and Mysql won't work I have moved the files to my desktop since that's where it is trying to get it from, which I don't know how to make the control panel to try and get it out of C:\xampp etc but any ways this is the error I am getting.

And here is the error I am getting from Mysql.

Don't do this. Use the recommend path C:\xampp and execute the setup_xampp.bat script to correct the paths in the config files.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!
