Problem for submit job with torque and Apache on CentOs

I need your help!

I have a dedicated server, and 1 website folder as name MyWeb is placed at root directory of apache on dedicated server (/usr/local/apache/htdocs/MyWeb).
I can only chown to the owner for this directory is nobody, and chmod 755, because when i try chown with any user diffrent nobody is ower, then my website can not be access and error 500 on browser.

My website used to calculate and use qsub to submit a job to this dedicated server, however, the nobody (owner is nobody) can not execute this job with qsub appear notified of log file is "This account is thời not available. "

Pease help me solve this problem,
You can suggest another solution to configure my Website and submit jobs.
