Which XAMPP version did you use previously?
Did you make any other backups like database dumps?

How did you restore your backup exactly? step by step please. transfering can mean anything.

This is what i have in the readme file for xampp root folder XAMPP Version 1.8.1, and V3.1.0 3.1.0 for the control panel.

Did you make any other backups like database dumps?

I remember making a backup of that database via phpmyadmin, Was early of November, So that backup is old.

OK

I went to Drive C of my Windows XP --------> Copied the whole xampp folder to an external Hard Drive --------> Before installing the Windows 8 -----------> After the windows installation --------------> I copied the whole xampp folder from my external drive that i copied earlier to my Drive C of my Windows 8.

Then maybe the contents of your \xampp\mysql\data\mysql_error.log will give some insight.

If you want to!? I don't know.
If you have the knowledge how to read the logfile you can maybe identify the problem yourself.
