XAMPP doesn't support Windows 2000 since at least XAMPP 1.7.7.
So try a version < XAMPP 1.7.7.

Hmmm, the download page says it does, perhaps this is an error or only applies to the workstation version? Can you direct me to where I can download an older version?

The download page is wrong.
old versions can be found on sourceforge:
http://sourceforge.net/projects/xampp/f ... 20Windows/I would try XAMPP 1.7.3 or 1.7.1. These versions was very stable.
