Trouble setting up virtual hosts; 403 error

I have set up XAMPP on my Mac OS X running Mountain Lion, and everything works great... until I try to add virtual hosts. When I unhash the virtual host .conf in httpd.conf, and add my hosts to httpd-vhosts.conf, I get a 403 error on my localhost and on genesis.dev, the site I am trying to set up. Here are my configurations:

I have the same issue. Using Mac OS X 10.8.4 and I have been searching high and low on Internet for a solution. Any givers?

Used most of the day on this... and this finally fixid it:

Note that it is not enough to add Require all granted. I also had to remove Order Allow, Deny and Allow From All
