help my xammp gives error 503

I have a site i made with a dynamic domain name service and its giving me a 503 error but i have subsonic a web based media streamer and it works also my router's firewall is off for the server. some one help please I have all my services loaded and its still not working... any suggestions are much appreciated.. I know very little about any programing unless .bat and html code count as programing. Im new to this site and this is my first site I made that's not a sub domain site... Also I cant seam to access it through the external ip only subsonic I can but xampp i can't and I used my mobile to access it since you can't access your own site through the external ip.. site is http://www.greenmart.us/ and subsonic is http://www.greenmart.us:4040/

Ok.. But I have a new problem I cant get makecert.bat to work it gives me this error
