Help with Apache not starting

When I try to start Apache I get the above message. I looked through the task manager and looked at the processes and found PID 4 and it says it is a NT Kernel & System in the description. Even if I end that process, I still get the same error from Apache.

I tried changing the port to 8079 and while that allows me to start Apache, I still get a 404 error when I type localhost into the address bar.

I forgot to mention that Apache was working when I first installed it and the version that I am using is 3.2.1

I do not have any of the mentioned programs/applications running.
