Apache start problem (XAMPP 1.8.3)

Apache won't start. Error port 80 is in use. I checked and with netstat -a -o. The process ID was 4 and that seems to be the system?
I hardly can stop the system.
i also tried to change the port setting of Apache without any success. I am out of ideas, can any one help me out.

Hello,

Typically when that process is blocking, it means a Windows Service is using port 80. One common blocker is World Wide Web Publishing service. It is a component of IIS and can be stopped/disabled if you are not using it.
