error message on browser window (noob) xampp 1.8.1

I desperately need your help. i'm at my wit's end. i've successfully installed xampp version 1.8.1 on windows 7 (64-bit), logged on to phpmyadmin and imported bssnet file, but with only 3 queries executed. but instead of a control panel installer showing up on my firefox browser after filling in http://10.0.0.3/xampp/1/install/index.php says, i get this error message:

Access forbidden!

New XAMPP security concept:

Access to the requested directory is only available from the local network.

This setting can be configured in the file "httpd-xampp.conf".

If you think this is a server error, please contact the webmaster.

Hi,

Don't save your own webapplications at the \xampp\htdocs\xampp\ folder. That folder is just for the XAMPP internal Administration Page and restricted in a special way.
Create an own folder inside of \xampp\htdocs\
