Thats a normal warning. For the installation process itself it shouldn't affect anything.

To be sure that everything is functional in the control panel, you should start the control panel with rightclick->run asAdministrator, even if you are logged in with an administrator account in windows. Otherwise the Windows User Account Control (UAC) prevent to do some actions (like starting/stopping/registering windows services) even if you are administrator.

The XAMPP control panel was completely redesigned by two forum members not long ago.

Thats absolutely okay. The red crosses or green ticks are just the registering state of the windows services for each module. You don't need them really to use XAMPP, exept you want to start a module right after windows start.

Thats good. Now restart your XAMPP control panel (like described above) and post us the full contents of its status messages (textfield at the bottom of the XAMPP control panel)
