URL creation

I had a developer set up a XAMPP instance on my dedicated server. He used the server public IP, port 82 and /sincitysnoballs/ to create the url. The problem is that when I go to GoDaddy.com (where my nameservers are located) and try to add/change the DNS, it doesn't like anything but the IP. Is there a way around this; perhaps a different configuration on my dedicated server for the URL? Also, I should note that, in addition to XAMPP, I also have Tomcat 6.x running for another site and it too has the same URL construct.
