Problems With XAMPP and Joomla Install

I am unable to get Joomla installed due to the configuration.php file. I have tried to alter the file and install in in the htdoc root folder, but it says I have insufficient privileges. I have checked and I have read and write access. I have tried a few things with no avail. Anyone have any ideas?
