Unable to use advance search or search a user's post

I am trying to use "advance search" and I keep getting the following message:

Sorry but you cannot use search at this time. Please try again in a few minutes.

Alternatively, I tried searching a particular user's post and I got the same message:

Sorry but you cannot use search at this time. Please try again in a few minutes.

Why am I getting this? I have waited many minutes and I keep getting this message.
