(APACHE) Error 3299 start service

Excuse me for my English.

I've install XAMPP v1.8 on a Windows Server 2K3R2. All is ok but Apache Service does not start.

I've this error in EVENT :

But i've no application used the port 80. I've try a telnet connection on port 80 and i've nothing. IIS not install on this server.

1. Did you read and do 'this'?

2. Where is XAMPP installed?

3. have you added additional extensions to your php.ini that were not supplied with XAMPP?
