However, the authority file path have been sat as:

I need some help on this. What exactly is an Apache Admin?

Besides that, the files have to be in the ServerRoot, at least AFAIK.

F:/xampp/security/xampp.users
"C:\xampp\security\xampp.users"

Where is XAMPP installed? Are you running a vhost or something?

It might also be useful to know the XAMMP and Windows Versions you are using.

Good Luck

apache admin means the user that I use to login the localhost.
I change the doc root file from C:\xampp\htdocs to C:\Users\panda\Dropbox\htdocs, but never set something like "F:\..."

C:\Users\panda\Dropbox\htdocs, but never set something like "F:\..."

Most likely Dropbox mapped a drive to make that work.

See what Explorer thinks F: is mapped to. XAMPP can't see what Dropbox is doing with the Windows OS.
