Creating SQLite db | help needed: RESOLVED

XAMPP 1.77 / Win7

Could someone point me to documentation to create a SQLite db, or write the steps here?
I am running Apache in Win7 - everything runs fine - just the db creation has me stumped.

I have found sqlitebrowser, which has worked fine with Win7
