There is a new version of myphpadmin....how do I upgrade to the new version without messing up mu local testing server?

Why don't you simply follow the official phpMyAdmin Upgrading instructions?
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

It's like porn for programmers 8)

why do you want to upgrade phpmyadmin?
