New XAMPP Install - what will 60kb/s upload rate give me?

I'm planning on running XAMPP 1.7.7 on either Win XP SP3 or Vista.

PC = Dual CPU@2GHz, 4Gb RAM, 500Gb HDD
Internet = 60kb/s UPLOAD rate

What sort of service can I expect to give with that kind of (low?) upload bandwidth rate?
I estimate webpages will be less than 150kb per page. I'm also wondering how running a
forum might be affected on 60kb/s upload rate. Clearly it depends on how many access
it at the same time, but what can I expect for 60kb/s please?

Probably very poor as the XAMPP components are configured for a development environment at localhost not as a production server with the major issue being security.

If you want a more robust production server then you could try the Zend Server Community Edition which is also free.
