having trouble with getting Xampp to work on my computer

It is giving me an error message saying that an attempt was made to access a socket in a way forbidden by its access permissions//could not bind to address [::]:80.
How can I fix this so that I may take my class in school?

When Apache can't start first check for clues in the \xampp\apache\logs\error.log file.
