Hi guys,
I'm having the same issue here, except that I didn't move MySQL files nor do I have a extra copy of /etc/my.cnf file. But I think it may be related to how I inappropriately shut down XAMPP yesterday (just quit the application). And interestingly, now by default, the application runs with Apache on, even if I turned it off before quitting the application and start it again. Could this be a bug?

PS: I found a couple other posts related to this issue, but no one seems to have the answer. I tried everything, I even made the entire XAMPP folder readable/writable via my user account and applied the settings to all enclosing items. Even after, I was not able to start up MySQL
