Port 3306 not open

I have windows server 2008 w/xampp 1.7.7. The problem I am having is allowing access to port 3306 from another program to access mysql database from another location. The port has been set in the router. In my firewall program it is showing Apache as being allowed, but does not show anything about msql.
Any help?

What exactly is the error you are getting, and what 'program' are we referring to?

Sadly, I was unable to channel Leonard Nimoy today. :roll:

I am using Xrlstats for Call of Duty games. http://www.xlrstats.com/site/?q=node/1

It is saying that it can't connect to database...

This is what comes up when you start the program:
Hostname This is generally "localhost" if you'll install the webfront on the same machine as your database. * I use my ip + 3306 *
MySQL Username Username to access your B3 Database
MySQL Password Password to access your B3 Database
MySQL Database Name The name of the database you are using for B3.

I'd start by dropping anything other than the IP address in the configuration

Did you set up the DB user so it has rights from any host '%' when you the MySQL things???

Some of the DB's that I have are running off localhost since they are on the same machine. I do show 2 DB's with a user of Any (in Red) no password, global privileges are USAGE and Grant says NO.

I don't think there is anything wrong with the box or its XAMPP configuration. It may be you need to set up a database, and user specific to the requirements of that program you referred to.

I DO think its very odd there are databases where you don't understand why or how their users are configured.

I'd recommend inquiring on the board/mailing list/channel that is used to support the stats program.
