phpMyAdmin - server refused connection?

Hello there,
I had XAMPP working since yesterday. When I tried to log on at phpMyAdmin today, it said

MySQL returned: invalid settings. phpMyAdmin tried to connect to the MySQL server but the server refused the connection. Check the machine, the user name and password in config.inc.php and make sure it matches the information provided by the administrator of the MySQL server is received.

Can anyone enlighten me, I have no clue what to do now.

Did you either run the XAMMP security feature, or change the root password???

and did you do this -
