Make sure Apache and MySQL in XAMPP are running then go to:
http://localhost/phpinfo.php
Look for the item Loaded Configuration File and it will tell you what you want to know and also provides all the information you need to know about your php installation settings.

If there is no php.ini file, is there just a php file with no extension?
If so then you will need to find the Windows setting that permits you to see all file extensions on your PC - usually Control Panel>Folder Options>View...
...then remove the tick in the Hide extensions for known file types.
Check again if you now have a php.ini file and then try and start Apache and MySQL again - PHP will not run if the php.ini file is not named correctly or is missing entirely which seems to be related to your main issue (not a 1.7.4 specific issue).
If it is still not found then you have a corrupt installation and would need to uninstall the current installation completely and download a fresh file and install again.
After uninstalling the current version, you could try an alternative method by downloading and extracting the ZIP version and then to complete the ZIP method you would need to run the C:\xampp\setup_xampp.bat file to have all the paths set correctly.
Your issue, like the other related poster made, is not XAMPP 1.7.4 related as clearly the php.ini file is included in all XAMPP 1.7.4 releases and indeed in all XAMPP releases as without it PHP, one of it's main components, will simply fail to run, but rather it is related to a Windows OS setting issue and should therefore have been posted in a separate topic entirely.
