XAMPP 1.7.4 does not include a JRE or a JDK. One or the other must be installed on the target system.
XAMPP 1.7.3 Tomcat add-on included a JRE.

XAMPP 1.7.4 δεν περιλαμβάνει JRE ή JDK. Ένα ή το άλλο πρέπει να εγκατασταθεί στο σύστημα στόχο.

try looking in "add/remove programs" or "programs and features" depending on your windows version. Or search your system for javac.exe. If you find it you have the JDK installed.
