proftp cannot set UserPassword

I have installed xampp for linux along with Joomla 1.5. I am trying to configure the ftp layer.

I have edited the proftp.conf file and changed the UserPassword. stopped and started xampp. No matter what I change the User Password to it will not allow a login using what is set.

Any ideas why I cannot log in with an ftp client?
