Please help i get

Whats that mean and how do i fix?

Bump!

I see this same error message every time I start XAMPP control panel from the start menu or the desktop shortcuts, or by opening from Windows Explorer.

The only time I don't see this is when I run the executable from a command prompt in the installed directory.

It doesn't seem to be affecting operation so far.

Anyone know what this is about?

Try the new XAMPP Control Panel instead of the one that came with 1.7.4 and see if your issue fades in to a black hole.
