is there any reason why apc is not in xampp 1.7.4 ?

Hello

i've been a big fan/user of xampp and I am always impressed by the great work, however everytime i upgrade i face a problem.
when i upgrade to 1.6.8 the pear.bat file was missing and now i upgrade to 1.7.4 and php_apc.dll is missing. and according to this
http://community.apachefriends.org/f/viewtopic.php?f=16&t=45570 it's not in the RC od 1.7.5. while doctrine 2 and symphony are relying on it, we see our favorite stack remove it.

I just wanted to know why that?
