phpmyadmin Tracking: Disabled

I added password for .htaccess and mysql.
I go to phpmyadmin and I get

The additional features for working with linked tables have been deactivated. To find out why click here.

at the bottom of the page all red.
I "click here" and it gives me:

Even more problems: on http://localhost/xampp/ on my cd collection, I get

Warning: mysql_connect() [function.mysql-connect]: Access denied for user 'root'@'localhost' (using password: NO) in C:\xampp\htdocs\xampp\cds.php on line 64
Could not connect to database!
Is MySQL running or did you change the password?

What is wrong?

I'm using XAMPP 1.7.4 [PHP: 5.3.5]
This is my second re-installation so I don't think any more of that would help.

Google says all sorts of things like
- change the config.inc.php in all sorts of ways
- run code using content's of create_tables.sql
- do stuff on command line

What is going on. What am I supposed to do, How do I fix this.

i was getting problems with xampp 1.7.4 telling me access denied for various mysql problems it was caused udring installation of mysql as a service.

i stopped mysql untickede the svc checkbox and started it again and it now works fine.

if you go to /localhost in a browser anc click status it showed me mysql as deactivated. follow the above and it now works fine
