No, as far as I know it's not possible to install XAMPP on iPad.

Yeah, I think, you are right! Meanwhile, I figured out that you can install PHPPOD from Cydia repository on a jailbroken iPad which has bundled softwares like lighthttpd, PHP and SQLLite.

Now, I a looking for installation of mySQL on iPad.
