The other Question is, if it make sense? Are you really needing Xamp on your Ipad?!
Because of the heavy restrictions on the ipad, i think it is complicated to port a software like apache and php.

What i want to know is if it's possible to use xampp to emulate the ipad, that is web pages in both portrait and landscape mode, without the presence of an actual ipad?

Crazy question. No, you cannot. Xampp is not a terminal driver, it is a webserver development environment.

Maybe you got it completely wrong, but the template you mentioned does not emulate Ipads screens. It is just vice verse: If someone runs an Ipad and you want to optimize your home page, that it looks nice as well in landscape as in portrait mode, you may use the template for your homepage. Thats the idea of this template. You may of course use Xampp for your homepage in conjunction with that template, as Xampp contains a normal Webserver (Apache) to display HTML pages. But finally: this is NOT an Ipad emulation.
