Can Only View Via Localhost

I have Xampp installed for a few days and i can't expect everything to just work so for a few days i have been tweaking it. Not much just turn on curl and php tags and what not.

Anyway ever since i have had this installed i could only view my server via http://localhost or 127.0.0.1 I setup a no-ip.org redirect and it's here http://akblizz.no-ip.org thats just a test htm page.

Anyway i am having a problem viewing the url or even by entering my ip address in the browser.
Which brings me to another problem i am having which belongs in the mysql part of the section but my mysql will store some info but when i update info via my php page it won't store the info. So i figured maybe if i can't view my server with my ip[ is has to have something to do with it.

I have these port forwarded right now. Maybe i am missing one don't know.

3306 to .28
21 to .28
80 to .28
250 to .28

.28 being this machine.

Any idea's?

Oh and all my firewalls are turned off same with any virus scanners

This topic has been covered many times using various topic titles in these forums, an advanced forum search may reveal a solution.

Some advise, usually there is no need to change any of XAMPP's default configuration settings and reverting the default settings may plug possible security holes created by unnecessary tweaking.
