I have logged in as user with all privileges. But I could not create database in phpmyadmin .A message is

as NO PRIVILEGE is seen under CREATE NEW DATABASE.

Please help me how to get privilege to create databases on phpmyadmin .

If you are able to get into phpmyadmin, then you can create a database. Just read the print

That is simply wrong.
Users without the priviledge to create databases can get into phpmyadmin too.

How to able to create database in xampp
