The message is indicating that the config.inc.php file for phpMyAdmin is no longer valid. (you should save a copy of the file before you tinker with it, you may need it to figure out what is really wrong - for instance - it may turn out you are not able to access MySQL)
You can either
try 'mending it' manuallyhttp://www.apachefriends.org/en/faq-xam ... #password1or - perhaps -just unpack a fresh config.inc.php from a clean XAMPP download (same version) and replace your file.
or use this Tip/FAQ to reset it (and the MySQL root) to the XAMPP defaults.

Some thing you did or someone with access did or someTHING with access (a progam or script or data restoration) changed the settings.
