Apache Error- please help!!

When I try to run Apache, it gives me the error "only one useage of each socket address is normally permitted. Couldn't bind to address 0.0.0.0:80" I am using Windows 7 and cannot figure out how to find which internet program is using that port so I can stop it. Where is it in the Control Panel?
