OS 10038 - no listening sockets available

I used XAMMP many times on my PC under Win98...
but it doesn't work anymore
I have browsed all this forum I haven't been able to find a solution to this error message:

(OS 10038)Socket operation on non-socket: make
_sock: for address 0.0.0.0:80, apr_socket_opt_set: (SO_KEEPALIVE)
no listening sockets available, shutting down
Unable to open logs

Changing ports did not work.
Please help me if you have an idea.
I had Kazaa previously installed and a configured hosts file. I just don't know what might have changed on my PC, there must be something as XAMPP used to run perfectly.

The problem is not caused by XAMPP or Apache. The problem is caused by a bad Winsock in Windows 98 or Windows ME.

I had the same problem and fixed it with this:
