Do you need a complete mailserver or just the ability for the CMS (Drupal) to sendmail?

Ok

Provided your ISP has not blocked port 25, you should be able to use the XAMPP sendmail.exe program. Works basically just like the *nix sendmail. Its in \xampp\sendmail. I have been using it with my forum software, zero setup. I am working on the 'assumption' that Drupal has a place to specify the location of sendmail. Looks like that place might be php.ini

Good Luck
