SOLVED!! - Problem with ' Character

I've noticed that when I do this character ' I get '' in posts in SMF Forums. I've also noticed that it does it on regular Web Pages where a reload is done.
for example, I'd turns into I''d and on edited post it turns into i''''d on regular PHP/HTML Web Pages AND SMF 1.1.11 Forums

I'm on Win XP Pro SP3, running XAMPP 1.7.3 package.

Fixed it!

Turned OFF Magic Quotes and set the default character set to iso-8859-1 in PHP.ini
