Xammp and file downloads

Hello all,

i have a little problem.
i have xampp installed on my dedicated server hosting a joomla webiste, i have downloads on the website for members.
the download the files the download speed is very very slow, i have a 1000mbit connection on my server.
myself i have a 120 mbit connection at home if i download i have a max speed of 450kb/sec.

When i put the download in the ISS folder and when i then download the file im downloading with max speed 12000kb/sec.

Sorry for my bad engels but im dutch.

do have an ADSL connection? perhaps you've a 16000/1024 dowload/upload. These are maximum and not garanteed data,
This means your server at home will send wit max rate of 576 to 1024 kb to net
