Newbie can't start apache/localhost

Hi I'm using xampplite and windows xp, and open C:\xampplite\'s control:
[v]svc apache START
(after I click the START button it just continues to say START)

I tried starting apache and get
A service specific error occured: 1
more help is available by typing NET HELPMSG 3547.

Probably obviously I can't see localhost.
I'm really bad with computers and found a couple matching posts in this forum, I really tried and don't understand.

Is there a windows setting I need to change on my computer first? Reinstall something?

PS: thanks so much for reading. theres also a problem with the normal xampp installer:

I have the same/similar problem - What is the explanation of error 1?
When I first started XAMPP (after installation) MySQL was running but Apache was not.
Trying to start Apache resulted in error code 1
Tring to stop MySQL with XAMPP resulted in a failed to stop message
I started SCM and manually stopped MySQL
I manually started Apache and the service ran
I visited local host/ xampp and pulled up the index.php with no problem.
I used SCM to set the properties for MySQL and Apache to start manually
Used SCM to stop Apache
Closed SCM and Closed XAMPP
Powered down
Powered up
Now can't start Apache using either XAMPP or SCM. I just get error code 1
I can start MySQL using SCM and it runs on port 3306
Reading some of the FAQs this sounds like Apache cannot access Port 80? But I do not know why.
System software installed is Vista Ultimate Edition fully patched. I seem to remember Vista installs IIS automatically so if IIS is running it will prevent Apache running? Again I can't see how to check to see if IIS is running (I know it is installed because I have a folder inetpub that I have previously used to test ASP pages) In SCM ASP.NET is set to Manual and is not running.
Any ideas of what I am doing wrong?

I did another test using the batch file Apache_start and this was the returned error message
Apache 2 is starting (OS 10013) An attempt was made to access a socket in a way forbidden by its access permissions. make_sock: could not bind to address 0.0.0.0:00 no listening sockets available, shutting down. Unable to open logs. Apache could not be started
I am using the most recent version of XAMPP

I also cannot obtain a complete download of the windows version. Tried many times with the auto unpack and the zip version. Can someone please offer advice. Or is there another way to install Joomla and My SQL on my PC.
