XAMPP Will not let me use .htaccess

I am trying to add a members only page but it will not let me password protect that page with .htaccess. I have tried loads of password protecting programs but they all rely on .htaccess. One of the programs I tried even said that http://localhost/ is compitable with .htaccess can someone please help?
