PHP and FileZilla Fatal Timeout Error

Hi i was wondering if anyone knows a solution for this, whenever i try to connect to tha ftp server using php it loads until a Fatal Timeout Error occurs and never connect. Ive notice its like this whenever a ftp function is use. Tried on Vista/W7 and a couple version of xampp including 1.7.2 any help will be grateful

Can you access it directly with a normal FTP client? If you can not, and you are behind a router, then you are likely having a port forwarding issue.
