How can I restrict phpmyadmin to browse through network

How can I restrict phpmyadmin to browse through network. It seems that anybody in network can browse phpmyadmins home page by this url: http://ipaddress/phpmyadmin. What i want is except admin or root user or permitted usres, it should not be browsed by other/all users. How can I achieve thid kindly advise me.
